In a workshop in Italy, craftsmen are fitting out fifteen carriages that have never touched UAE track. The Etihad Rail luxury train is scheduled to run from Fujairah’s mountains to the Liwa oasis by 2028, carrying guests who will sleep on board. It was commissioned long before this year. It now answers a question the UAE did not know it would be asked.

That question arrived in March, when international arrivals stopped almost overnight.

What the Etihad Rail luxury train actually is

Etihad Rail signed Italian luxury hospitality group Arsenale in May 2023 to create what the company calls a rail cruise. Fifteen carriages, designed around Emirati heritage, take shape in Italy.

Paolo Barletta, Arsenale’s chief executive, told The National the service should begin in 2028 if the network completes on schedule. The route runs from Fujairah, where mountains meet the Omani border, west through Abu Dhabi and Dubai, down to Mezeira’a near the Liwa desert.

The template already exists in Saudi Arabia

Arsenale is not guessing. Its Saudi project, Dream of the Desert, carries the billing of the Middle East’s first five-star train, with 31 private suites and two presidential suites.

So the Etihad Rail luxury train has a working reference point in the same region, built by the same operator, which removes most of the execution risk that usually sinks projects like this.

The network underneath the Etihad Rail luxury train

None of it works without ordinary track, and that part is already running.

Passenger services opened on 30 June 2026, connecting Abu Dhabi’s Mohamed bin Zayed City station to Fujairah. Etihad Rail offered a 50 percent launch discount, which suggests it wanted volume rather than margin in month one.

The Etihad Rail luxury train needs 30 September first

Jumeirah Golf Estates station in Dubai opens on 30 September 2026. That single opening unlocks the Abu Dhabi to Dubai route.

Fifty-seven minutes. Thirteen trains reaching 200 kilometres an hour, carrying up to 400 passengers each across three classes. Madinat Zayed and Liwa follow on 30 November, and ten stations should operate by the end of March 2027.

Once Liwa opens, the Etihad Rail luxury train has somewhere worth arriving.

Why 2026 changed what this train is for

Here is where a heritage tourism project becomes an economic instrument.

Dubai hotel occupancy fell to 33.1 percent in March 2026 when the conflict closed airspace and confidence collapsed together. Desert safari operators, marina businesses and event companies watched revenue approach zero. Every one of those businesses depended on someone boarding an aircraft.

A resident does not board an aircraft. A family in Sharjah taking a weekend to Liwa counts as domestic demand, and domestic demand survives a foreign travel advisory.

The hedge nobody planned for

Planners built Etihad Rail as freight infrastructure and sold it as a commuting story. The tourism recovery then exposed a gap the Etihad Rail luxury train happens to fill.

Consequently the country now has a leisure product that runs entirely on people who already live here. That is not why it was built. It may turn out to be why it matters.

The economics of a rail cruise

Rail cruises are not transport businesses. They are hospitality businesses that move.

A luxury train competes with a resort rather than an airline, so it prices per night rather than per kilometre. Yield per passenger runs into the thousands, carriage count caps occupancy, and the scarcity is the product.

Why the Etihad Rail luxury train suits the UAE

The country has invested heavily in destinations that are difficult to reach and expensive to fill. Liwa is spectacular and remote. Fujairah’s mountains are three hours from most of the population.

Rail solves the access problem without building hotels, because the accommodation arrives with the guest. Therefore the Etihad Rail luxury train monetises geography the country already owns and has struggled to sell.

What founders can build alongside the Etihad Rail luxury train

Infrastructure creates adjacent businesses, and the adjacent ones are usually where the returns sit.

Excursion operators at Liwa, Mezeira’a and Fujairah. A rail cruise guest needs three to four hours ashore, guided, at premium prices.

Regional food and craft supply. Heritage positioning requires provenance, which means sourcing locally rather than trucking in hotel stock.

Last-mile transport. Etihad Rail has committed to door-to-door connectivity, and nol card acceptance shows how seriously integration is being taken.

Domestic leisure packaging. Almost nobody sells multi-emirate resident itineraries well. Dubai runs a world-class business events machine. Weekend domestic travel remains an afterthought, which leaves an obvious gap for operators willing to build it now rather than in 2028.

Note the timing advantage. Anyone establishing these businesses during 2027 will have two years of operating history when the first guests step off the train, and rail operators award concessions to proven partners rather than to new entrants.

The counterargument worth taking seriously

Luxury trains have a poor commercial record outside a handful of famous routes.

The Orient Express and Rovos Rail work on decades of accumulated mythology. A new service starts with none, and 2028 is a long wait in a market where attention moves quarterly. Barletta’s own framing carried a conditional, and infrastructure timelines in this region have slipped before.

A scale objection follows too. Fifteen carriages carry very few people, so the Etihad Rail luxury train will contribute modestly whatever the ticket price. Anyone arguing it transforms UAE tourism is overselling it.

The narrower case

The honest version is smaller and more defensible. Treat the Etihad Rail luxury train as a marketing asset that makes domestic geography desirable, arriving alongside a passenger network that makes it reachable.

The train sells the idea. The ordinary trains carry the volume.

Three markers will tell you whether this works.

Watch load factors on the Abu Dhabi to Dubai route after 30 September, because commuter economics fund everything else. Watch whether hotel operators in Liwa and Fujairah announce expansion during 2027, which would signal real belief in the demand. Then watch whether Arsenale holds the 2028 date through next year.

The Etihad Rail luxury train will not save anyone’s quarter. It is a small, patient bet that a country can learn to sell itself to the people already living in it, and 2026 made that bet look considerably smarter than it did in 2023.
