Under the Dubai shared housing law, each occupant needs at least 5 square metres of bedroom floor. Every four people also need one bathroom, Dubai Municipality’s guide sets out. Law No. 4 of 2026 took effect on 8 September 2026, the municipality says. Existing owners have until 8 September 2027 to comply.
Data: Dubai Media Office releases (11 March and 7 October 2026), Dubai Municipality’s planning and building requirements guide as reported by Gulf News, Khaleej Times, The National and Arabian Business, February to October 2026. FOUAE calculations are marked. This explains the rules. It is not legal advice.
In short
- One person needs at least 5 square metres of bedroom floor, so a 12 square metre room fits two.
- Every four people need one bathroom, which can cap a flat before the bedrooms do.
- Dubai Municipality has approved more than 44 areas, including Al Ras, Al Rigga and Al Barsha 1.
- Fines run from AED 500 to AED 500,000, doubling to AED 1 million for a repeat within a year.
What is the Dubai shared housing law?
The Dubai shared housing law is Law No. (4) of 2026, which regulates the occupancy and management of shared housing in Dubai. Sheikh Mohammed bin Rashid Al Maktoum issued it as Ruler of Dubai, the Dubai Media Office announced on 11 March 2026.
It covers homes where several people or families rent their own space but share a flat or villa. The law applies across Dubai, including private development zones and free zones, the Media Office said. However, the law excludes collective labour accommodation, which separate rules govern.
It applies to owners who let units as shared housing, licensed firms that let or manage them, and their tenants. Tenants may not sublet any part of a unit.
When did the law take effect?
The law takes effect 180 days after its publication in the Official Gazette, the Media Office said. In August, Gulf News, citing the municipality, reported a gazette date of 27 February 2026 and an effective date of 26 August.
By contrast, Dubai Municipality’s latest statement, issued through the Dubai Media Office on 7 October, gives the effective date as 8 September 2026. It grants existing owners one year from that date to comply, so the municipality’s deadline is 8 September 2027. The grace year does not excuse building violations or unauthorised changes of use.
How many people can share a room in Dubai?
The guide sets a minimum bedroom area of 5 square metres per person, the municipality said on 7 October. Published summaries set no fixed number per room. Instead, sharing is “subject to the approved maximum occupancy”, Khaleej Times reported, so room size sets the ceiling.
The FOUAE calculation
Bedroom area divided by 5, rounded down, gives the most people a room can hold under the space rule. These figures are illustrations, not permit limits.
| Bedroom floor area | Most people under the 5 sq m rule |
|---|---|
| 9 sq m | 1 |
| 12 sq m | 2 |
| 15 sq m | 3 |
| 20 sq m | 4 |
So a 12 square metre room fits two people, not three. A third person would need at least 15 square metres.
Bathrooms: the second limit
The guide also requires one full bathroom for every four people, Gulf News and Khaleej Times reported on 7 October. A full bathroom has a washbasin, toilet and shower. Where toilets and showers are separate in housing for individuals, it requires one toilet per four people and one shower per six.
FOUAE example: take a three-bedroom flat with bedrooms of 20, 15 and 12 square metres, and two full bathrooms. The space rule allows 4, 3 and 2 people, or nine in total. However, two bathrooms allow only eight. In this flat, the bathroom count sets the limit, not the bedrooms.
Counting beds alone can therefore overstate what the Dubai shared housing law allows.
Where is shared housing allowed in Dubai?
Dubai Municipality has approved more than 44 areas so far, it said on 7 October. It named Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga. More will follow.
The circular’s list, as Khaleej Times published it on 8 October, also includes Karama, Al Qusais, Al Nahda 1 and 2, Naif and Oud Metha. In Al Satwa and Mankhool, the list covers only parts of the area.
Each building must also serve one category only, individuals or families. Buildings on Sheikh Zayed Road, Jumeirah Road, Al Wasl Road and Baniyas Road may house sharing families only, Gulf News reported. Each family needs its own bedroom with an en-suite bathroom, the municipality said.
Permits, registration and fines
The Dubai shared housing law bars anyone from using a unit as shared housing without a permit. Dubai Municipality issues permits on the Build in Dubai platform once a unit meets Dubai Civil Defence fire rules and Security Industry Regulatory Agency (SIRA) camera rules.
Owners apply through an appointed engineering consultancy, which submits plans, room areas and occupancy, Khaleej Times reported on 8 October. The permit follows the completion certificate. A permit lasts one year, renewable, or two years if the owner asks, the Media Office said.
In addition, the Dubai Land Department keeps an online shared housing register and records tenancy contracts from permit data, Arabian Business reported. Disputes under the law go only to the Dubai Rental Disputes Center.
Fines run from AED 500 to AED 500,000, the Media Office said in March. A repeat within a year doubles the fine, up to AED 1 million. Other penalties include suspension for up to six months, permit or licence cancellation, disconnection of services and eviction.
What the Dubai shared housing law means for landlords and tenants
Few owners have applied so far. Dubai Municipality had received six permit applications and approved three as of 15 October, The National reported on 15 October. On FOUAE’s count, about 313 days remain before the 8 September 2027 deadline.
For landlords, the Dubai shared housing law aims to turn an informal market into a licensed one. On FOUAE’s reading, fit-out costs rise, because units need fire systems, cameras and enough bathrooms to pass. In return, permitted units can have tenancy contracts registered with the Dubai Land Department.
For tenants, a regulated bed “won’t be as cheap as an illegal one, and it shouldn’t be”, Takeem co-founder Rakesh Mavath told Khaleej Times. Rayan Hanna, founder and chief executive of Next House, told The National the rules are “certainly a step in the right direction”. However, he added: “I don’t think these regulations alone will solve Dubai’s affordable housing problem.”
Nasser Al Shaibani, structural control section manager at the municipality, told The National that “we’ll see people moving to better housing and a better quality of life”. The verdict on the Dubai shared housing law
The Dubai shared housing law answers “how many can share a room” with floor space: 5 square metres of bedroom per person, plus one bathroom for every four. In many flats, the bathroom rule sets the real limit. Owners have until 8 September 2027, on the municipality’s date, to bring existing units into line.
Frequently Asked Questions
Dubai Municipality’s guide requires at least 5 square metres of bedroom floor per person, with no fixed headcount in published summaries. On FOUAE’s arithmetic, a 12 square metre room fits two and a 20 square metre room four, subject to the permit’s approved occupancy.
Dubai Municipality gives the law’s effective date as 8 September 2026 and allows existing owners one year to comply, which means 8 September 2027. Earlier reports, based on the gazette date, gave 26 August.
Fines range from AED 500 to AED 500,000, the Dubai Media Office said. A repeat violation within one year doubles the fine, up to AED 1 million.
